There is no L.I. on Siren before parliament – Speaker Bagbin

The
Speaker
of
Parliament
Alban
Bagbin
has
said
that
there
is
no
Legislative
Instrument
(L.I)
on
sirens
that
is
before
the
house.

He
expressed
surprise
at
reports
that
there
was
such
an
L.I
before
the
House.

There
is
a
growing
public
outrage
over
the
proposed
law
that
seeks
to
amend
portions
of
the
Road
Traffic
Regulations,
2012.

When
passed,
the
law
will
allow
Members
of
Parliament,
ministers
of
state
and
other
officials
use
siren
and
also
exempt
them
from
prescribed
speed
limits.

Speaking
at
the
20th
anniversary
of
the
University
of
Ghana
Parliament
House,
on
Tuesday,
July
16,
Mr
Bagbins
aid
“There
is
this
claim
of
sirens
and
also
no
speed
limit.
I
mean,
this
social
media
thing,
there
is
nothing
like
that
before
Parliament.


L.I.
on
siren:
‘Anybody
who
has
the
sense
of
the
mood
of
this
country
would
be
the
last
to
be
talking
about
cutting
exclusive
areas
for
political
actors’ –

“So
I
thought
maybe
something
was
being
done
behind
my
back,
so
I
started
calling
all
over,
all
my
directors
said
no,
they
have
not
seen
anything
like
that.
Later
I
was
told
it
was
a
regulation
that
parliament
was
amending,
we
don’t
amend
regulations,
we
don’t
have
the
power
in
the
constitution
to
amend
regulations.

“We
have
delegated
that
power
to
other
bodies,
not
parliament
and
so
when
they
bring
an
instrument
either
in
the
nature
of
an
L.I 
or
C.I,
if
out
of
a
hundred
provisions
we
disagree
with
one
we
are
not
even
allowed
to
amend
that
one,
we
either
have
to
throw
out
all
the
hundred
or
we
allow
it
to
pass
and
then
make
sure
that
it
is
impossible
for
us
to
throw
it
out
by
insisting
that
you
must
have
two
thrids
majority
votes
to
throw
it
out.

majority
to
